Compared with the life-span of a human being the time-span of a civilization is so vast that a human observer cannot hope to take the measure of its curve unless he is in a position to view it in a distant perspective; and he can only obtain this perspective vis-a-vis some society that is extinct. He can never stand back sufficiently far from the history of the society in which he himself lives and moves and has his being. In other words, to assert of any living society, at any moment in its life, that it is the consummation of human history is to hazard a guess which is intrinsically unsusceptible of immediate verification. When we find that a majority of the members of all societies at all times make this assertion about their own civilizations, it becomes evident that their guesses have really nothing to do with any objective calculation of probabilities but are pure expressions of the egocentric illusion.

The End of History Illusion is what psychologists call the tendency for people to be keenly aware of how much they’ve changed in the past, but to underestimate how much their personalities, desires, and goals are likely to change in the future.
Civilization is a stream with banks. The stream is sometimes filled with blood from people killing, stealing, shouting and doing things historians usually record; while on the banks, unnoticed, people build homes, make love, raise children, sing songs, write poetry and even whittle statues. The story of civilization is the story of what happened on the banks. Historians are pessimists because they ignore the banks of the river.
One of the most pathetic aspects of human history is that every civilization expresses itself most pretentiously, compounds its partial and universal values most convincingly, and claims immortality for its finite existence at the very moment when the decay which leads to death has already begun.

From the beauties of Greek poetry to the imperialism of Roman law, we now live in the civilization of Western ("Faustian") culture and cannot avoid the consequences. Among these Spengler foresaw the "megalopolis," the city of faceless masses, the omnipotence of money, and a new Caesarism.

Imagine the terrestrial timespan as an outstretched arm: a single swipe of an emery-board, across the nail of the third finger, erases human history. We haven't been around for very long. And we've turned the earth's hair white. Sh e seemed to have eternal youth but now she's ageing awful fast, like an addict, like a waxless candle. Jesus, have you seen her recently? we used to live and die without any sense of the planet getting older, of mother earth getting older, living and dying. We used to live outside history. But now we're all coterminous. We're inside history now all right, on its leading edge, with the wind ripping past our ears. Hard to love, when you're bracing yourself for impact. And maybe love can't bear it either, and flees all planets when they reach this condition, when they get to the end of their twentieth centuries.
All humans discount the future. We would rather have a million dollars today than in 30 years from now. We’d rather a flimsy bridge today, rather than a sturdy, durable bridge 5 years from now. We’d rather eat all the fish in the waters tonight, than to go a little hungry and leave fish for others in the future. To delay instant gratification requires cultural training. To be convinced of the value of investing into the future requires a kind of wisdom, knowledge, patience and trust that is gained from history, elders, and system thinking. It requires collective action and collaboration on a large and long scale. It requires civilization. Civilization is a system of trust, both in the goodness of humans today, but also in the ingenuity of humans in the future. It’s a way for humans to trust the future. Civilization is a social machine accumulated over many generations and is constantly being tested by new events. American society over emphasizes the individual's self-interest, and over-relies on the marketplace to solve social problems, and so coddles the short term. Modern Americanism tends to ignore the government which can take the long view because it is inefficient.
But the calculus of efficiency is shifted when taking the long view. Storing adequate supplies for a population that are only used in an emergency is inefficient in the short term and this inefficiency is not something companies can afford to do. That short-term inefficiency, however, makes total sense in the long view because it is highly efficient over time. Investing into a communal project that may not pay off until you are long gone is not a natural reflex of modern Americans, whether liberal or conservative. The antidote to this natural focus on the short term is education and a shift in norms. As we continue to civilize ourselves, we can appreciate the gifts of past long-term work, and the need in our fast-moving world today to pay the gifts forward by investing into work that will likely pa

Each people is, I believe, inclined to believe it is the purpose of history, that all that has happened is leading to now, to this world, this country. Few of us see ourselves as fleeting phantoms on a much wider screen, or that our great cities may someday be dug from the ruins by archeologists of the future. Surely, the citizens and the rulers of Babylon and Rome did not see themselves as a passing phase. Each in its time believed it was the end-all of the world’s progression. I have no such feeling. Each age is a day that is dying, each one a dream that is fading. Someday, men — or some other intelligent creatures — will stand on the sites of New York or Los Angeles and wonder if anyone ever lived there.
